shared contacts on mobile devices

We have a group of contacts that needs to be available on 50 users mobile phones. we created an account with these contacts and configured it on the 50 phones with syncing only contacts. the problem is that anyone of the 50 can modify, add or even delete contacts of the account.

is there any way to share these contacts but to keep the permissions to modify to only one user?
