Can't add one user's Exchange account to any mobile device after migration - No mobile devices listed for the account

Migrated from Exchange 2007 to 2013.  Out of 150 mailboxes, only one user is experiencing this issue.  All other users can connect with their mobile devices.

When you go to add his email to the mobile device, it just sits and spins and never finishes.  Exchange management shows no mobile devices.  The command line to retrieve a list of devices also returns no results for the mailbox. His mobile device was working with the 2007 server and stopped after the migration to 2013.  His mailbox moved without any errors logged or warnings and had no skipped items.

I've disabled services for mobile devices for this user and re-enabled hoping that might flip something, but it didn't work.  Did an IIS Reset between disabling/enabling and after.

There are no blacklisted devices.

OWA and Outlook work just fine.

Anywhere else I should be checking?  Kind of at a loss of where the problem might be but it's definitely server side as no device will connect for this one user.
