Sync Inbox rules from Exchange server by other Server/Service

Hi All,

We are going to develop a service(web service) that will sync all the Inbox rules from the Exchange server.
In the same way has to sync new rule created in service has to apply or sync to the exchange server.


We are in the assumption that  developing a web service by using spring technology(java language).
Can anybody please let us know how to do that. Any APIs are available to sync server Inbox rules and sync user created-compatible local rules with exchange server. 
Please provide  us some useful link or documentation to understand the concept.
