Email sometimes not going and bounce back

hi all , 

recently we have added new exchange server node 2013 to our environment so we have three CAS/HUB Server and three mail Server .

the problem i am facing now is some times when send email with attachment delivered and the same email when send it after sometime  did not  pass and bounce back the below message : 

sometimes the same email pass ans sometimes get the above .
